East, inasmuch as the firms in the United Kingdom engaged in that trade are practically all of good standing and would almost certainly be entitled to obtain trading Licences. There is not likely to be any question of smuggling so far as the English exporting firms are concerned. The illicit trade, in practically every case, will commence after the stuff has been delivered to the consignee in Japan.
